The situation

The estate ran on an aging Joomla platform. Content had grown to more than 3,000 pages across 30+ Senate offices, and navigation had deepened to four levels.

The sites carry public legislative information and could not be taken offline to move them. Every page had to stay reachable throughout, and the engagement ran on a fixed 16-week schedule.

What we delivered

The 16-week engagement covered discovery, information architecture, the WordPress build, migration, accessibility work, security scanning and mitigation, testing, training and cutover, followed by support.

Information architecture was restructured as part of the build, reducing navigation from four levels to two.
